Victor joins the NWRP team as Outreach and Research Manager, where he is committed to building new partnerships and strengthening existing relationships to advance public education on the clean energy potential of hydroelectric power. He’s focused on connecting communities with sustainable energy solutions, promoting equitable access to resources, and elevating awareness of hydropower's role in a clean energy future.
Originally from Cancún, Mexico, Victor has spent most of his life in the Pacific Northwest, bringing a broad range of experience across sectors including agriculture, hospitality, education, and healthcare. Most recently, he served as the Southern Regional Representative for Former Congresswoman Cathy McMorris Rodgers (WA-05), where he advocated for diverse communities and advanced initiatives related to energy policy, rural healthcare, veterans’ affairs, and economic development.
Victor brings a deep passion for community engagement and public service, and is excited to support NWRP’s mission through inclusive outreach and strategic research initiatives.
